Description

Company office and supplier visits, with part of the duties performable remotely
2. Job Purpose

To source and secure MEP materials and systems to the approved specification and required quality, at the best price and within the required time, so as to protect the project's profit margin and prevent any site stoppage caused by late material delivery.

3. Key Responsibilities

Review the Bill of Quantities, specifications and shop drawings, extract the Material Take-Off (MTO), and verify it with the responsible engineer.

Prepare and issue Requests for Quotation (RFQ) to approved suppliers and collect offers within the set deadline.

Prepare Technical & Commercial Comparison sheets and submit a recommendation to Management with clear justification for the selection.

Negotiate prices, payment terms, delivery periods and warranties, securing the best achievable terms for the Company.

Issue Purchase Orders and follow them up with suppliers through to actual delivery on site.

Prepare and follow up Material Submittals with the consultant through to approval, and close out all comments.

Verify that materials comply with the specified standards and required certification (COC, SASO, UL/FM for firefighting works).

Build and maintain the supplier database and evaluate supplier performance periodically on price, commitment, quality and after-sales service.

Align the delivery schedule with the project programme and give early written warning of any potential delay.

Reconcile supplier invoices against Purchase Orders and delivery notes before submitting them for approval and payment.

Propose technically compliant alternatives at better prices (Value Engineering) in coordination with the technical department.

Issue a periodic procurement report covering committed, received and pending orders, and savings achieved.

4. MEP Scope Covered

Mechanical: HVAC systems (split units, AHU/FCU, ductwork, insulation), plumbing (PPR, UPVC, CPVC, HDPE, pumps, tanks, water heaters), firefighting (sprinklers, piping, UL/FM listed pumps, hose cabinets, clean-agent suppression systems).

Electrical: cables, main and sub distribution boards, cable trays and trunking, lighting, generators, UPS and ATS systems, earthing and lightning protection.

ELV / ICT: CCTV, networking, access control, fire alarm, public address and display systems.

5. Qualifications & Experience

Bachelor's degree or Diploma in Mechanical Engineering, Electrical Engineering or Business Administration.

Minimum five (5) years' experience in MEP procurement within the Saudi market, with an established supplier network in Riyadh.

Practical knowledge of the applicable codes and standards (Saudi Building Code SBC, NFPA, ASHRAE) and Civil Defence requirements.

Advanced Excel skills, with working knowledge of ERP systems and procurement platforms.

Fluency in Arabic and English, written and spoken.

Valid Saudi driving licence (preferred).

6. Competencies

Strong negotiation ability; accuracy in price analysis and technical detail; strict commitment to deadlines; effective coordination between site, suppliers and consultant; and complete integrity and transparency in all financial dealings.

7. Key Performance Indicators

Savings achieved against the approved budget — target: 5% or above.

Purchase Orders delivered on schedule — target: 95% or above.

Site stoppages caused by late materials — target: zero.

Procurement cycle time from RFQ to PO issuance — target: 5 working days or less.

Material Submittals approved by the consultant at first submission — target: 80% or above.

8. Engagement Terms

Engagement Type: Part-Time, ______ hours per week.

Remuneration: SAR ______ per month.

Variable incentive linked to savings achieved, at Management's discretion.

Probation Period: Ninety (90) days.

Conflict of Interest & Integrity: The Officer undertakes not to accept any commission, gift or benefit from suppliers in any form, and to disclose in writing and without delay any personal or commercial relationship with any supplier he deals with. Breach of this clause is a material violation warranting immediate termination of the engagement.

Confidentiality: The Officer undertakes to maintain complete confidentiality of the Company's pricing, suppliers, offers and technical/commercial documents, during and after the engagement.
