Job Title: Lead Operations Engineer – HVAC & MEP Projects

Reports To: Operations Manager / General Manager

Job Purpose: To lead the planning, execution, monitoring, and successful delivery of HVAC & MEP projects by ensuring safety, quality, schedule, budget, and client satisfaction while managing engineering teams, subcontractors, and project resources.

Key Responsibilities:

Project Management
• Lead multiple HVAC & MEP projects from mobilization to handover.
• Prepare project execution plans, schedules, and resource allocation.
• Monitor project progress, billing against approved baseline schedules.
• Ensure timely completion within budget and contractual requirements.
• Coordinate with clients, consultants, and subcontractors.

Site Operations
• Supervise all HVAC, Plumbing, Fire Fighting, Fire Alarm, Electrical, ELV, Fabrication and Mechanical installations.
• Monitor daily site activities and manpower productivity.
• Resolve technical and operational issues at site.
• Ensure compliance with approved shop drawings and specifications.
• Conduct regular site inspections.

Engineering & Technical
• Review engineering drawings, BOQs, specifications, and material submittals.
• Coordinate design clarifications with consultants.
• Review method statements and risk assessments.
• Ensure installations comply with project specifications, local codes, and international standards.

Planning & Scheduling
• Prepare weekly and monthly work plans.
• Monitor critical path activities.
• Coordinate procurement with construction schedules.
• Track project milestones and prepare recovery plans where required.

Quality Assurance / Quality Control
• Ensure compliance with project QA/QC procedures.
• Conduct inspections before consultant/client inspections.
• Monitor NCRs, corrective actions, and quality improvements.
• Ensure testing and commissioning activities are properly executed.

Health, Safety & Environment (HSE)
• Enforce company HSE policies.
• Ensure toolbox talks are conducted.
• Monitor permit-to-work compliance.
• Participate in safety audits and incident investigations.
• Promote a zero-incident safety culture.

Procurement & Material Management
• Coordinate material requirements with procurement.
• Review technical compliance of materials.
• Monitor material delivery schedules.
• Ensure proper storage and handling at site.

Commercial & Cost Control
• Monitor project costs and productivity.
• Review subcontractor progress and invoices.
• Identify cost-saving opportunities.
• Assist in preparation of variation orders and claims.
• Support commercial negotiations when required.

Client Coordination
• Attend progress meetings with clients and consultants.
• Present project status reports.
• Resolve client technical concerns.
• Maintain excellent customer relationships.

Testing & Commissioning
• Lead pre-commissioning and commissioning activities.
• Coordinate with specialist vendors.
• Ensure successful performance testing.
• Manage final inspections and project handover.

Team Leadership
• Lead engineers, supervisors, foremen, and technicians.
• Assign responsibilities and monitor performance.
• Mentor junior engineers.
• Conduct performance evaluations.
• Promote teamwork and continuous improvement.

Documentation & Reporting:
• Prepare:
o Daily reports
o Weekly progress reports
o Monthly reports
o. Financial Plan & achievement
o KPI reports
o Resource utilization reports
o Client presentations

• Maintain project documentation and records.
Risk Management
• Identify project risks.
• Develop mitigation plans.
• Monitor contractual obligations.
• Resolve operational bottlenecks proactively.

Required Qualifications
• Bachelor's Degree in Mechanical Engineering
• MBA or Project Management qualification is an advantage.
• OSHA/NEBOSH certification is an advantage.

Experience
• 7-10 years of experience in HVAC & MEP projects.
• Minimum 3-5 years in a leadership role.
• Experience in industrial, commercial, healthcare, infrastructure, or oil & gas projects.
• Saudi Arabia experience DESIRED.
