Position Overview:
Takamul Project Management, a leading cost consultancy and project management firm in Saudi Arabia, is seeking a Senior Quantity Surveyor with extensive experience in cost management and quantity surveying. The successful candidate will play a pivotal role in overseeing project cost databases, estimation, and cost management for a diverse range of construction projects. Reporting directly to the Director of Cost Management, the Senior Quantity Surveyor will manage a team, deliver high-quality cost estimates, and ensure effective cost tracking and reporting, all while maintaining excellent relationships with clients and stakeholders.

Key Responsibilities:
• Lead Estimation Team:
Manage and guide a team of estimators and cost engineers, ensuring the production of accurate and detailed project cost estimates. Foster collaboration and knowledge-sharing across the team, both in the office and on-site.
• Cost Database Management:
Develop, maintain, and regularly update a comprehensive cost database for benchmarking, historical data analysis, and project-specific estimates. Adapt cost estimates based on market trends and changes in project factors.
• Initial Project Cost Estimates:
Prepare initial cost estimates for feasibility studies, budgeting, and financing, and collaborate with stakeholders to refine estimates as required.
• Project Cost Planning:
Issue project cost plans at each design stage, ensuring that costs align with approved budgets. Monitor scope changes and provide recommendations for adjusting budgets to address cost overruns.
• Cost Tracking and Reporting:
Monitor project costs during construction and prepare periodic cost reports, cash flows, and dashboards. Identify cost-saving opportunities and highlight potential risks.
• Collaboration and Communication:
Work closely with project managers, cost managers, and clients to understand project requirements. Attend client meetings, contractor discussions, and act as the primary point of contact for cost-related matters.
• Commercial Management:
Support contract procurement, assist in bid analysis, and participate in price negotiations. Aid project managers in estimating change orders and claims, and attend commercial meetings when necessary.
• Risk Analysis:
Analyze project documents, drawings, and specifications to identify cost risks and propose mitigation strategies. Actively participate in risk management workshops.
• Value Engineering:
Identify and recommend cost-saving strategies and value engineering opportunities to enhance project delivery while maintaining quality.
• Compliance and Mentorship:
Ensure compliance with industry standards, regulations, and client requirements. Review and audit work by division staff at project sites, ensuring high-quality service delivery. Mentor and train junior estimators and cost engineers to enhance their skills.
• Client Proposals:
Prepare resource estimates and man-hour requirements for cost consultancy services based on RFPs. Support the Director of Cost Management in preparing technical proposals and assisting with business development efforts.

Required Qualifications, Experience & Skills:
• Education:
Bachelor's degree in Civil Engineering or Quantity Surveying.
• Certifications:
MRICS and/or equivalent certification from AACE International.
• Experience:
o Minimum of 15 years of experience in cost management and quantity surveying.
o At least 5 years of experience working with cost consultancy firms in Saudi Arabia.
o Proven experience (minimum of 5 years) in the preparation or review of construction bid submissions and project pricing in the Saudi market.
o 3 years’ experience as Estimation Manager or Cost Manager in the GCC region.
• Technical Skills:
o Proficient in industry standards such as NRM, CESMM, POMI, and BOQ coding structures (e.g., CSI 16 Div, CSI MasterFormat).
o Proficient in AutoCAD, BIM (3D), CostX, Excel, and PowerPoint.
• Other Skills:
o Strong leadership, communication, and interpersonal skills.
o Exceptional analytical and problem-solving abilities.
o Ability to manage multiple projects effectively and deliver high-quality work under tight deadlines.
o Strong attention to detail with a high degree of accuracy.
o Ability to maintain confidentiality when handling sensitive information.
o Knowledge of regional business culture and regulations.
o Flexibility to work outside of regular office hours to meet project deadlines.
