Job Description:
Mid-sized Construction Company is seeking an experienced and highly qualified Health, Safety, and Environment (HSE) Manager to join our dynamic team. The ideal candidate will have 12-15 years of proven experience in the field, in which 8 years would be as a HSE manager, with a strong background in construction, infrastructure, and road works.
Key Responsibilities:
• Establish and implement the HSE and security management system across all construction phases, ensuring OHSAS 18001 compliance.
• Provide HSE leadership and technical expertise to improve safety and security continually.
• Review and approve method statements and risk assessments for compliance with international standards.
• Develop and implement the project HSE training plan, providing training to all management levels.
• Implement HSE measures throughout construction, pre-commissioning, transition, and startup phases.
• Manage the HSE department, ensuring teamwork, high performance, and target achievement.
• Monitor drilling activities, enforcing safety compliance through various control measures.
• Conduct site inspections, analyze risks, and lead safety meetings.
• Review method statements and lifting plans with a focus on safety considerations.
• Lead the development of corporate HSE policies supporting the company’s HSE management system.
• Maintain, review, and update HSE policies and procedures.
• Ensure effective Emergency Response Plans based on changing site situations.
• Manage risk and hazard assessments.
• Plan and execute internal HSE audits, ensuring compliance with assurance programs.
• Monitor HSE Department duties and responsibilities.
• Implement project Safety Health and Environment Plan on-site by all companies involved.
• Report and investigate site safety incidents, conducting root cause analysis.
• Ensure implementation of safety induction, toolbox talks, training, and awareness programs.
• Take necessary disciplinary actions to maintain safe working conditions throughout the project.
• Continuously observe works, activities, equipment, and materials to identify and correct unsafe conditions.
• Promote safety standards and alerts among HSE staff, Construction Management, and other workers.
• Prepare and conduct HSE training for PMT and HSE teams at all hierarchy levels.
• Attend meetings with clients, consultants, and contractors to discuss health and safety issues.
• Attend, conduct, and witness emergency/fire drills in construction and office areas.
• Develop and distribute safety promotional material and construction-related safety procedures.
• Review and approve daily, weekly, and monthly project health and safety reports.
• Oversee fire prevention measures, including testing detectors and conducting drills.
• Conduct quarterly Loss Prevention Inspections, focusing on fire safety and electrical hazards.
• Ensure work permits are in place and coordinate with safety representatives for implementation.
• Conduct weekly joint health and safety inspections with clients, generating deviation reports.
• Regularly report to the HSE Director, providing updates on day-to-day activities.

Requirements
1. Bachelor's Degree in any Field
2. Grad IOSH or CMIOSH.
3. Level 6 in Occupational Health and Safety Management System
4. 12-15 years of experience in HSE management (8 years as a HSE Manager).
5. Proven experience in construction, infrastructure, and road works.
6. Strong knowledge of local and international HSE regulations.
7. Excellent communication and leadership skills.
