Job Description
We are looking for a qualified and experienced QA & QC Engineer to work in Mecca as a Contractor with Saudi Electricity Company
Responsible for Quality Assurance and Quality control of Engineering, Construction, Pre-Commissioning and commissioning of Electrical, Instrumentation, Telecommunication & CP system for the Project.
Excellent understanding on the latest Shell concept of Flawless Startup Initiative (FSI) standard.
Develop Project quality plan, Method Statement, Quality Procedures, Inspection & Test Plan, and Inspection checklist for Procurement, construction, pre-commissioning and commissioning according to Project Quality requirements.
Development of all the required documents for the Project as per Shell FSI Standard such as FSI Implementation Plan, various QA/QC Plans.
Preparing weekly status report, Two weeks look ahead inspection program, Daily Inspection Report and Monthly Progress Report to submit to Client.
Verify, inspect and witness of all electrical components in substations (transformers, HV & LV switchgears, RTCC, Relay Control Panel, lighting DB, HVAC DB, 110V DC Battery charger. bus-bars, auto change over switches, voltage regulators, UPS, distribution panels, MCC panels, DG sets etc.
Inspection& testing of HV & LV cables, Hi-pot test, pre-commissioning of transformers, generators, MCC, motors etc.
Testing of MV & LV Motor No load test (SOLO RUN TEST) Testing of MV & LV Power, Switch Gears, control cables, Local Control Station and Lighting Panel and Plant Earthing System.
Ensures that all commissioning activities are completed in a safe, efficient and cost-effective manner. Confirms/arranges suitable PPE is available to all personnel under him.
Directly involved in commissioning of sub-station’s Fire & Gas and HVAC testing (Dumpers, actuators etc), CO2 system, Air Compressors, Inert Gas, HP/LP fuel gas, Firewater, Deluge, Utility and process trains in co-ordination with Operations.
Monitoring construction ITR-A and punch list progress, reply to construction TQ’s,
Execute tasks using CMS used on major projects ICAPS, GOC, CCMS etc. Co-ordinate Punch list clearance and sign off RFC.
Review Contractors OTP (Operational Test Procedure), Loop packages, Commissioning Dossier: Ensuring commissioning data, documentation and handover are in accordance with project procedures, and RFSU (Ready for start-up) certificate.
Responsible of all Instrumentation and electrical work Inspection and Pre-commissioning of the project
Communicating the Project safety standards, site rules and regulations as captured in the PMC / EPC Contractor’s HSSE plans to all personnel
Monitor and enforce the adherence to the site standards, rules and regulations. Ensuring overall construction is executed in accordance within applicable specifications, drawings, codes and standards and to the requirements of the Contract.
Participating in regular on-site EPC Contractor progress meetings, at interface coordination meetings and attend other project meetings as required. Supervise and prepare the work progress, number of contractor personnel and equipment available on site and other related items identified in the scope of work of the EPC Contractor
Monitoring Contractor work scope is managed, controlled and risk assessed by the Permit to work.
Participate in site safety audits regarding work execution, permits, work site standards and workforce knowledge of the work
Ensuring work and quality related inspections are carried out in accordance with approved Inspection and Test Plans
Carry out inspection, surveillance witnessing of contractor activities, ensuring records are maintained, including as-built data
Prepare and implement of Project Quality Plan, QCP’s, ITP’s, Quality Procedures and applicable Inspection checklist.
Inspection for the electrical & instrumentation Site activities, cable trenches, cable trays & Conduit installation. underground and above ground conduit & cables and fiber optic cable installation and testing.
Inspection/Supervise cable glanding, termination, dressing etc. Witness Insulation Resistance/continuity test of cables on the drum, after laying, prior to trench back filling and after termination.
Witness Hi-pot test of MV & HV cables, switchgear Busbars Inspect/witness final torqueing of the cable termination.
Witnessing instrument calibration, Installation, impulse and air tubing installation and leak test, preparation of loop folders
prior to loop checking. Installation and testing of electrical power distribution substations, Control room, Instruments Equipment. Process Instrumentation Installation, Calibration, and Loop testing inspection.
Preparation/Arrangement of RFI for client to witness the activities, Field Electrical Equipment, lighting, LV, HV Power Cable, Transformer, Switch gear, Cathodic Protection (CP) system, Fire and Gas, Telecom, Fiber Optic Cable (FOC) installation and testing inspection.
Inspection of Material receiving, Field Instrument installation, cable Testing & continuity check inspection.
Experience in calibration, repair troubleshooting of all electrical and instrumentation equipment’s and instruments.
Witness of Field Instrument installation, JB Installation, Field Calibration & Testing, cable meagering& continuity check.
Instrument component installation inspection, loop check, functional testing of all instruments and loops, Electronics analog and digital signals & Emergency shutdown (ESD) system
Inspection for Cable trench and cable laying. Inspection for Cable Tray & Cable Tray Support.
Inspection of Cable continuity and megger test. Inspection for before laying and after cable laying. Cable containments (Cable ladder, Tray and Truckling)
Inspection of installation Lightning Protection system.
Inspection of cable jointing of the above cables.
Inspection of installation Switch Gear Panel installation, Cable Termination and Bus bar torque.
Inspection of Ground Rod and grounding cable, as per Engineering Specification.
Testing Commissioning coordinator for cables.
Testing of cable megger and HI-POT test.
Inspection of LV, MV, HV, motors installation with insulation and meagering test and polarization Index test.
Inspection of Cable Meagering and Loop continuity check.
Periodic Inspection of certified equipment’s to be installed as per required, zones.
Periodic inspection of installation routes and cable support systems prior to cable run to undertake inspection of vendor skids before final acceptance.
Inspection for the installation of instrument stanchion as per location drawing.
Inspection for the termination of Primary and secondary cable.
Inspection for instrument airline leak test.
Inspection for the Installation of fiber optic cable.
