Head of Recruiting Operations
The Head of Recruitment is responsible for supporting the organization in meeting its talent needs by implementing the end-to-end recruitment process, including workforce planning, recruitment, selection, verification, and onboarding. Also, to develop and implement Manpower Planning policies and processes to fulfil Rad Arabia talent acquisition requirements effectively and efficiently, in accordance with the SLAs and within the prescribed budget and quality parameters.
Manpower Planning:
· Coordinates with various Rad Arabia / Departments to obtain workforce requirements in line with business requirements.
· Collate the functional workforce requirements to develop the organization's workforce plan.
· Undertakes workforce plan-related cost analysis and assists with corresponding budgeting exercises.
· Coordinates with relevant stakeholders to obtain approval for the finalized workforce plan.
· Monitors and ensures that the recruitment process aligns with the approved workforce plan.
Recruitment and Selection
· Develop Manpower planning in alignment with the business needs and satisfy the budget allocation with each Line of business Rad Arabia Departments.
· Develop Resourcing policies and ensure implementation of recruitment activities, ensuring acquiring talented high calibers.
· Lead the technical assessment process of potential candidates per Departments with the agreed tools and procedures.
· Develop and implement a Nationalization program to fulfill the requirements of the capabilities in accordance with the Ministry of Human Resource conditions.
· Implements the entire talent acquisition process in Line with the defined guidelines and policies to enable the selection of quality talent within defined timelines
· Develops or updates job descriptions and identifies the vacant positions' requirements, competencies, or specifications, seeking inputs from the relevant Rad Department.
· Develops the required selection process based on the role requirements.
· Develops and releases various vacancy-related communications (internal/ external), coordinating with the relevant internal stakeholders
Communications.
· Identifies and utilizes various sourcing channels for potential candidate profiles in Line with the vacancy's requirements (e.g., level/ function, etc.)
· Drafts interview or assessment summaries for candidates, seeking inputs from other stakeholders where required.
· Assesses behavioral fit/ suitability for candidates or facilitates this process through the HR management for senior candidates.
· Coordinates with external vendors/agencies etc., for the recruitment and selection process.
Policies & Procedures
Develops the operating policies & procedures pertaining to various HR functions being provided and in line with the organizational requirements, statutory requirements, leading practices etc.
Leads compliance with the applicable policies & procedures and reports / takes corrective actions for any deviation.
Budgeting & Monitoring
Develops the operational budget for the function.
Review collected data, analysis and reporting of operational metrics, while taking any corrective action if required.
Design overheads forecast based on the approved headcounts received by Lob.
Managerial Responsibilities
Develops, cascades and monitors goals and key metrics for reports.
Forecasts, seeks relevant approvals and manages adherence to the budgets (including manpower).
Evaluate and develop coordination and alignment with other Line of Business Rad Departments.
Assist in development and implementation of new procedures and features to enhance the workflow of the department.
People Management
Manages the performance of direct reports through clarifying performance objectives/ KPIs, monitoring progress and providing feedback on an ongoing basis.
Provides coaching along with development inputs and opportunities to direct reports in order to build their skills towards improving their performance as well as potential.
Perform other responsibilities and tasks as directed by the Line Manager in order to meet organizational objectives.
Qualifications:
· Bachelor degree in human resources or business Administration or related another field.
Preferred Certifications:
· Certifications in L&D Practice and / or HRD (CIPD / SHRM etc.) is preferred.
Years of Experience:
A minimum of 3+ years of experience in the recruitment, talent acquisition, overseas recruitment, executive recruitment, Local recruitment and workforce planning, using the recruitment techniques, and technologies.
