Experience
• Bachelor's Degree in Electrical or Instrumentation Engineering.
• Minimum 10 years of experience in E&I estimation and proposal engineering, with at least 7 years in the GCC/Middle East.
• Experience in Oil & Gas, Petrochemical, Power, Water, Utilities, and Industrial EPC projects.
Job Summary
Responsible for leading the complete tendering and estimation process for Electrical & Instrumentation (E&I) contracting projects, including review of tender documents, quantity take-off, cost estimation, vendor coordination, technical and commercial proposal preparation, risk assessment, and bid submission.
Key Responsibilities
• Review RFQs, tender documents, drawings, specifications, and BOQs.
• Prepare accurate cost estimates, man-hour calculations, and pricing for E&I projects.
• Coordinate with engineering, procurement, suppliers, and subcontractors to obtain technical and commercial inputs.
• Prepare technical and commercial proposals, bid qualifications, clarifications, and compliance statements.
• Evaluate vendor and subcontractor quotations and recommend the most competitive solutions.
• Identify project risks, exclusions, assumptions, and value engineering opportunities.
• Participate in pre-bid meetings, technical clarifications, and commercial negotiations.
• Maintain estimation databases, cost records, and vendor information.
• Ensure timely submission of competitive, compliant, and profitable bids.
Required Skills
• Strong knowledge of Electrical & Instrumentation systems, industrial EPC projects, and GCC construction practices.
• Proficient in quantity take-off, cost estimation, and proposal preparation.
• Good understanding of contractual and commercial terms.
• Proficiency in Microsoft Excel, Auto CAD, and Microsoft Office; knowledge of Primavera, SAP, or estimation software is an advantage.
• Excellent analytical, communication, negotiation, and organisational skills.
