Job Summary
AIPC – Arabian Integrated Projects Company is seeking a proactive and safety-conscious HSE Officer to support the implementation of Health, Safety, and Environmental (HSE) requirements across construction and fit-out projects. The successful candidate will ensure compliance with Saudi regulations, client requirements, and company HSE policies while promoting a strong safety culture on site.
Key Responsibilities
• Implement and monitor the company's Health, Safety, and Environmental Management System.
• Conduct daily site safety inspections and identify unsafe conditions and unsafe acts.
• Ensure compliance with company HSE procedures, client requirements, and applicable Saudi regulations.
• Conduct toolbox talks, safety inductions, and awareness programs for employees and subcontractors.
• Monitor the proper use of Personal Protective Equipment (PPE).
• Prepare and maintain HSE documentation, reports, inspection records, and safety statistics.
• Investigate accidents, incidents, and near misses, and recommend corrective and preventive actions.
• Conduct risk assessments and Job Safety Analysis (JSA) for construction activities.
• Ensure work permits are properly implemented for high-risk activities such as hot work, confined space entry, excavation, lifting operations, and work at height.
• Monitor housekeeping standards and environmental compliance on site.
• Coordinate emergency response drills and ensure emergency equipment is available and functional.
• Support internal and external HSE audits and implement corrective actions.
• Coordinate with project managers, engineers, and subcontractors to ensure safe work practices.
Qualifications
• Diploma or Bachelor's Degree in Occupational Health & Safety, Environmental Engineering, Engineering, or a related discipline.
• NEBOSH IGC, OSHA, IOSH, or equivalent HSE certification is preferred.
• Valid Saudi driving license is an advantage.
Experience
• 1–3 years of HSE experience in construction, fit-out, MEP, or industrial projects.
• Previous experience in Saudi Arabia is preferred.
Technical Skills
• Good knowledge of Saudi HSE regulations and construction safety standards.
• Familiarity with ISO 45001 Occupational Health & Safety Management Systems.
• Basic knowledge of ISO 14001 Environmental Management Systems.
• Experience preparing HSE reports, risk assessments, and incident investigations.
• Good knowledge of Microsoft Office (Excel, Word, PowerPoint).
Soft Skills
• Strong communication and interpersonal skills.
• Ability to identify hazards and implement practical safety solutions.
• Good observation and reporting skills.
• Ability to work independently and within multidisciplinary project teams.
• Strong organizational and problem-solving abilities.
Languages
• English: Good written and spoken communication.
• Arabic: Preferred.
Key Performance Indicators (KPIs)
• Zero Lost Time Injuries (LTI).
• Timely completion of daily site inspections.
• Compliance with HSE procedures and permit-to-work requirements.
• Completion of toolbox talks and safety inductions as scheduled.
• Timely reporting and closure of HSE observations and corrective actions.
• Successful completion of client and internal HSE audits.
• Reduction in unsafe acts and unsafe conditions through proactive monitoring.
Preferred Certifications
• NEBOSH International General Certificate (IGC)
• IOSH Managing Safely or Working Safely
• OSHA 30-Hour Construction Safety
• First Aid & CPR Certification (preferred)
• Fire Warden/Fire Safety Training (preferred)
