Job Title: Senior Utility Engineer (Metro & Rail Infrastructure)
Job Summary
We are seeking an experienced Senior Utility Engineer with a proven track record in large-scale metro, rail, or mass rapid transit (MRT) projects. In this role, you will lead the strategic planning, diversion, protection, and integration of complex wet and dry utility networks (such as water, sewage, high-voltage power, gas, and telecommunications) affected by metro alignments, stations, and tunneling operations. You will serve as the primary technical expert managing multidisciplinary interfaces and securing crucial regulatory approvals from local authorities. []1, 2, 3, 4, 5]
Key Responsibilities
🛠️ Utility Diversion & Design Management
• Lead the engineering design and coordination of permanent and temporary utility diversions required for metro stations, viaducts, depots, and cut-and-cover structures. []1, 2]
• Manage complex utility protection schemes to safeguard critical city infrastructure from impact due to Tunnel Boring Machine (TBM) operations and deep excavations.
• Identify and resolve spatial conflicts (clash detection) between existing utilities and proposed metro structures using advanced 3D modeling and digital design tools. []1]
🤝 Authority Coordination & Stakeholder Management
• Act as the primary liaison between the project team, government ministries, municipal departments, and external service providers to secure utility design approvals and work permits.
• Negotiate utility relocation timelines to prevent bottlenecks in the master construction schedule.
• Ensure full compliance with local utility regulations, codes, and international standards for transit infrastructure. []1, 2, 3, 4, 5]
🏗️ Site Construction Support
• Oversee on-site utility trial trenches and ground-penetrating radar (GPR) surveys to accurately verify the location of buried assets.
• Provide technical guidance to site operations, contractors, and junior engineers during critical utility cut-overs and tie-ins to minimize service disruptions. []1, 2]
• Review contractor method statements, risk assessments, and material submittals related to pipeline installations, connection chambers, and non-disruptive road crossings. []1, 2]
📈 Project Management & Quality Control
• Prepare technical specifications, quantity surveys, cost estimates, and request for proposal (RFP) documentation for utility works.
• Manage project schedules and budgets assigned specifically to utility diversions.
• Implement strict QA/QC procedures to verify that all relocated utilities are commissioned safely and documented via precise as-built records. []1, 2, 3, 4]

Required Qualifications & Experience
🎓 Education & Certifications
• Bachelor’s Degree in Civil, Electrical, Mechanical, or Environmental Engineering from an accredited university.
• Professional Engineer (PE) or Chartered Engineer (CEng) status is highly preferred. []1, 2, 3, 4, 5]
💼 Experience
• Minimum 10–12+ years of professional experience in utility engineering, infrastructure design, or civil construction.
• At least 5 years of direct experience working on mega-scale Metro, Light Rail (LRT), or underground transit infrastructure projects.
• Extensive experience handling both Wet Utilities (water mains, storm water drainage, sewage networks) and Dry Utilities (high-voltage power, telecommunications/ICT, gas networks).
• Proven track record of managing utility interfaces in complex urban environments, heavily congested streets, or near active tunneling zones. []1, 2, 3]
💻 Technical Skills
• Proficiency in engineering and design software including AutoCAD, Bentley MicroStation, Civil 3D, and Navisworks for clash detection.
• Deep knowledge of non-disruptive trenchless technologies, such as Horizontal Directional Drilling (HDD), micro-tunneling, and pipe jacking.

Soft Skills & Competencies
• Excellent command of written and verbal English, with the ability to clearly present technical data to non-technical stakeholders and public officials.
