Position Title: QA/QC Engineer

Position Summary
The QA/QC Engineer is responsible for implementing and maintaining the Project Quality Management System (QMS) throughout all project phases, from mobilization through commissioning and handover. The role ensures that all engineering, procurement, construction, testing, and commissioning activities comply with contractual requirements, project specifications, approved quality plans, company procedures, applicable codes and standards, and local regulatory requirements.
The QA/QC Engineer promotes a culture of quality excellence, right-first-time execution, risk prevention, and continuous improvement to protect project objectives related to quality, cost, schedule, safety, and client satisfaction.
Key Responsibilities
1. Project Mobilization & Quality System Implementation
• Ensure full understanding and implementation of the Project Quality Plan (PQP), Inspection and Test Plans (ITPs), Method Statements, and Quality Control Procedures.
• Support establishment and maintenance of the project Quality Management System in accordance with ISO 9001 and project requirements.
• Monitor compliance with document control procedures and project document management systems.
• Implement and administer the Non-Conformance Report (NCR) process, including corrective and preventive actions (CAPA).
• Assist in developing project quality objectives, KPIs, inspection schedules, and reporting mechanisms.
• Participate in project kick-off meetings and quality planning sessions.
2. Engineering & Procurement Quality Control
• Review engineering submittals, shop drawings, material submittals, and technical documents to ensure compliance with contract requirements, specifications, codes, and standards.
• Coordinate quality reviews during design and procurement stages.
• Evaluate vendor quality documentation and manufacturing procedures.
• Conduct supplier, vendor, and subcontractor audits to verify compliance with project specifications and quality requirements.
• Review material certificates, factory acceptance tests (FATs), inspection reports, and quality records.
• Ensure approved materials are received, stored, handled, and utilized according to project requirements.
3. Construction & Installation Quality Assurance
• Monitor construction activities to ensure compliance with approved drawings, specifications, ITPs, and method statements.
• Coordinate and witness inspections for civil, structural, architectural, and infrastructure works.
• Identify installation deviations, quality deficiencies, and non-conformities, and initiate corrective actions.
• Verify workmanship standards and ensure quality requirements are met at all stages of construction.
• Monitor material testing activities, laboratory testing programs, and inspection records.
• Coordinate with third-party inspection agencies, consultants, and client representatives.
• Conduct surveillance inspections using risk-based inspection methodologies and statistical sampling techniques.
• Attend and contribute to weekly quality meetings and progress reviews.
• Ensure hold points, witness points, and inspection checkpoints are effectively managed.
4. Testing, Commissioning & Handover
• Verify completion of inspection and testing activities before commissioning.
• Monitor punch-list generation, tracking, and closure.
• Ensure all testing and commissioning records are properly documented and approved.
• Compile and verify quality documentation for final handover packages, including:
o As-built drawings
o Test reports
o Material certificates
o Calibration certificates
o Inspection records
o Operation and maintenance manuals
o Warranties and guarantees
• Coordinate client inspections and obtain formal acceptance and sign-off.
• Support project close-out activities and final quality audits.
5. Quality Improvement & Compliance
• Monitor project quality performance indicators and prepare periodic quality reports.
• Analyze quality trends and recommend improvement initiatives.
• Conduct root-cause analysis using recognized methodologies such as:
o 5 Whys
o Fishbone (Ishikawa) Analysis
o Failure Mode and Effects Analysis (FMEA)
• Participate in internal and external quality audits.
• Maintain compliance with ISO 9001 requirements and company quality procedures.
• Capture and document lessons learned for continuous improvement.
• Support quality awareness and training programs across project teams.
• Mentor QA/QC Engineers, Inspectors, and quality personnel.
Qualifications
Education
• Bachelor’s degree in civil engineering or related Engineering discipline.
Professional Certifications
• ISO 9001 QMS Internal Auditor Certification (Mandatory).
• Additional professional quality certifications are considered an advantage.
Experience
• Minimum 5–7 years of post-graduate experience in construction, infrastructure, or EPC projects.
• Proven experience in preparing and implementing ITPs, Method Statements, and Inspection Checklists.
Technical Competencies
• Strong knowledge of Quality Management Systems (QMS) and ISO 9001 standards.
• Thorough understanding of construction quality control practices and inspection techniques.
• Knowledge of local building codes, regulations, and authority approval processes.
• Experience with material testing, laboratory coordination, and inspection procedures.
• Proficiency in root-cause analysis and problem-solving methodologies.
• Familiarity with engineering drawings, specifications, and contract documents.
• Strong understanding of quality documentation and audit requirements.
