A leading contracting company is actively hiring four (4) Procurement Engineers with discipline-specific expertise for large-scale retail commercial, healthcare, residential, and mixed-use projects across the Kingdom of Saudi Arabia. Each role is responsible for managing end-to-end procurement activities within its respective discipline, from sourcing and supplier management to delivery coordination and cost control.

KEY RESPONSIBILITIES (All Roles)

• Manage end-to-end procurement activities for discipline-specific works, materials, equipment, and systems.
• Review project drawings, specifications, bills of quantities, and material requisitions to determine procurement needs.
• Develop procurement plans, delivery schedules, and sourcing strategies aligned with project timelines and budgets.
• Identify, evaluate, and qualify suppliers, manufacturers, and vendors relevant to the discipline.
• Prepare RFQs, conduct market analysis, and obtain competitive pricing from multiple vendors.
• Evaluate technical and commercial proposals; recommend vendor selection based on cost, quality, and delivery capability.
• Negotiate pricing, payment terms, and delivery schedules with suppliers to achieve favorable contract terms.
• Prepare and issue purchase orders, subcontracts, and procurement agreements in compliance with company policies.
• Monitor and expedite material deliveries to ensure on-time site availability and prevent project delays.
• Coordinate with engineers, project managers, architects, and warehouse teams on material specs, samples, mock-ups, and quality.
• Maintain procurement records, supplier databases, PO tracking logs, and cost reports.
• Manage supplier performance, resolve quality issues, handle returns, and process claims for defective materials.
• Support cost control by tracking expenses against approved budgets and identifying savings opportunities.
• Coordinate with finance and accounts for vendor payments, invoice verification, and procurement documentation.

Procurement of structural materials including concrete, rebar, formwork, steel sections, waterproofing systems, geotextiles, aggregates, precast elements, road materials, and civil infrastructure supplies.
â–¸ Electrical Works
Procurement of LV/MV switchgear, transformers, cables and cable management systems, lighting fixtures, UPS systems, generators, fire alarm and detection systems, ELV systems, earthing and lightning protection, and electrical accessories.
â–¸ Mechanical Works
Procurement of HVAC systems (chillers, AHUs, FCUs, ducting), plumbing and drainage materials, fire fighting systems (sprinklers, pumps, fire cabinets), BMS components, insulation materials, mechanical equipment, and piping systems.
â–¸ Architectural Works
Procurement of tiles, marble, granite, facade and cladding systems, gypsum boards, ceiling systems, paints and coatings, joinery, doors, windows, glass, hardware, and architectural finishing materials.
Education:
• Bachelor's Degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, or Architecture (matching the applied discipline).
• Professional certification in procurement or supply chain management is an advantage.
Experience:
• Minimum 8–15 years of procurement engineering experience in construction, with a strong focus on the relevant discipline.
• Proven track record on large-scale retail commercial, healthcare, residential, and/or mixed-use projects.
• Deep knowledge of discipline-specific materials, systems, vendor markets, and supply chain coordination.
Preferred Certifications:
• CIPS (Chartered Institute of Procurement & Supply)
• CPSM (Certified Professional in Supply Management)
• Familiarity with ISO 9001 standards
Language Requirements:
• English proficiency is mandatory.
• Arabic proficiency is preferred.
Technical Skills:
• Ability to read and interpret engineering/architectural drawings, specifications, and BOQs.
• Proficiency in procurement and ERP systems for PO management and supplier tracking.
• Advanced Microsoft Excel skills for cost analysis, price comparisons, and procurement tracking.
• Solid understanding of construction contracts, procurement terms, and vendor management practices.
• Familiarity with Saudi Building Code (SBC), SASO standards, and local market suppliers.
• Knowledge of logistics, import procedures, and supply chain management.
