Job Summary

The Procurement Specialist is responsible for sourcing, evaluating, negotiating, and procuring materials, equipment, and subcontracted services for construction projects across Saudi Arabia. The role requires strong knowledge of the local construction market, an established supplier and subcontractor network, and full professional proficiency in Arabic to support negotiations, documentation, and coordination with local stakeholders.



Key Responsibilities

Procurement & Sourcing
• Manage end-to-end procurement activities for construction materials, equipment, and subcontracted works.
• Source and prequalify subcontractors and suppliers across civil, architectural, MEP, fa?ade, finishing, and specialist works.
• Maintain and continuously update an approved vendor and subcontractor database for the Saudi market.
• Issue RFQs, RFPs, and tender packages in accordance with project requirements and company procedures.

Supplier & Subcontractor Management
• Evaluate technical and commercial offers and prepare comparative statements.
• Conduct negotiations to achieve best price, quality, delivery terms, and contractual conditions.
• Coordinate subcontractor prequalification, evaluation, and onboarding.
• Manage supplier performance, resolving commercial issues, claims, and delivery delays.

Contract & Compliance
• Support contract preparation, review, and finalization in coordination with legal and contracts teams.
• Ensure procurement activities comply with Saudi regulations, company policies, and project specifications.
• Verify supplier documentation including CR, VAT, ZATCA compliance, Saudization, and national address.

Project Coordination
• Liaise with project managers, engineers, planning, and site teams to align procurement schedules with project timelines.
• Track procurement status, material deliveries, and subcontractor mobilization.
• Support value engineering and cost-saving initiatives without compromising quality.

Reporting & Systems
• Prepare procurement reports, cost summaries, and procurement schedules.
• Maintain procurement records, purchase orders, and contracts in ERP systems.
• Support audits and management reviews related to procurement activities.



Required Experience & Qualifications
• Minimum 5 years of procurement experience in the Saudi Arabian construction industry.
• Strong hands-on experience dealing with construction suppliers and subcontractors.
• Proven experience in procurement for buildings, infrastructure, and mixed-use projects.
• Bachelor’s degree in Engineering, Supply Chain, Business Administration, or related field.



Key Skills & Competencies
• Strong knowledge of Saudi construction market pricing and subcontractor landscape.
• Excellent negotiation and commercial evaluation skills.
• Full professional proficiency in Arabic (reading, writing, and speaking).
• Strong command of English for technical and commercial communication.
• Ability to manage multiple packages and deadlines in fast-paced projects.
• Proficient in MS Excel, ERP systems (SAP preferred), and procurement tools.



Preferred Attributes
• Existing network of approved subcontractors and suppliers in KSA.
• Experience working with main contractors or large-scale developers.
• Familiarity with ARAMCO, NEOM, Red Sea, Qiddiya, and government projects is an advantage.
• Strong interpersonal and stakeholder management skills.
