HSE Officer / HSE Supervisor – Qualifications (Short-Term Assignment)
Academic Qualifications

Bachelor’s Degree or Diploma in Occupational Health & Safety, Engineering, Environmental Science, or related discipline.

Professional Certifications

NEBOSH IGC or equivalent internationally recognized HSE certification.

OSHA Safety Certification (Construction / General Industry).

Saudi Aramco Safety Orientation / Approval (if assigned to Aramco projects).

First Aid & CPR Certificate from an approved training provider.

Fire Fighting Training Certificate.

Work at Height Safety Certificate.

Confined Space Entry Certificate.

Defensive Driving Certificate (if site driving is required).

Valid Medical Fitness Certificate as per Saudi regulations.

Experience Requirements

Minimum 3–7 years of HSE experience in construction, industrial, oil & gas, or infrastructure projects in Saudi Arabia.

Proven experience working under Saudi Aramco HSE Standards, Royal Commission, SABIC, or similar clients.

Familiarity with Saudi Labor Law, Ministry of Human Resources (MHRSD), and Civil Defense requirements.

Technical Competencies

Strong knowledge of:

Risk Assessment & Job Safety Analysis (JSA)

Permit to Work (PTW) systems

Method Statements and Safe Work Procedures

Incident / Near-Miss Reporting and Investigation

Emergency Response Plans

Ability to conduct:

Site HSE inspections and audits

Toolbox Talks and Safety Inductions

HSE documentation and reporting

Language & Skills

Good command of English (Arabic preferred).

Strong communication, leadership, and site coordination skills.

Scope of Work – HSE (Short-Term Assignment with Sawaed)

Implement and enforce Sawaed Al-Afkar HSE policies and procedures on site.

Ensure compliance with Saudi Aramco, SABIC, client HSE standards, and Saudi regulations.

Conduct daily site safety inspections and identify unsafe acts and conditions.

Prepare and review JSA, Risk Assessments, and Method Statements.

Conduct toolbox talks, safety inductions, and HSE awareness sessions.

Monitor Permit to Work (PTW) activities and ensure proper controls are in place.

Investigate incidents, accidents, and near-misses, and submit reports with corrective actions.

Ensure proper use of PPE and safe work practices.

Coordinate with site management, supervisors, and client HSE representatives.

Support emergency preparedness, drills, and corrective action follow-ups.

Prepare and submit daily, weekly, and final HSE reports during the assignment period.
