Job Purpose:
The Chief Business Development Officer (CBDO) is a senior executive responsible for leading strategic growth across core sectors — Oil & Gas, Industrial Manufacturing, and Emerging Technologies — through Joint Ventures (JVs), exclusive agency agreements, and foreign partnerships. This role is pivotal in transforming business opportunities into long-term value and establishing the company as a preferred strategic local partner for international entities.

Key Roles & Responsibilities:
🔹 Strategic Growth & Expansion
Design and implement multi-year business development strategies to capture high-value opportunities in Saudi Arabia and GCC.

Lead market entry strategies for new technologies and industrial products through exclusive agency or local representation.

Identify and secure Joint Venture (JV) opportunities with international companies seeking local footprint in KSA.

🔹 Foreign Partnership & JV Leadership
Attract foreign manufacturers, suppliers, and technology owners to localize operations via JVs, tech-transfer, or exclusive distributorships.

Negotiate MOU, Term Sheets, and JV Agreements in alignment with local investment laws (e.g., SAGIA/MISA regulations).

Ensure compliance with local industrial licensing and Saudi content (IKTVA, NIDLP, etc.) requirements.

🔹 Oil & Gas Sector Development
Build strategic relationships with key clients such as Saudi Aramco, SABIC, SEC, Ma’aden, and EPC contractors.

Identify product/service gaps in upstream, midstream, and downstream segments to introduce niche international technologies.

Position the company as a qualified vendor, local agent, or solution partner for energy mega-projects.

🔹 Technology & Manufacturing Ecosystem
Collaborate with R&D and global partners to introduce Industry 4.0 solutions (AI, IoT, digital twin, automation).

Support localization of manufacturing operations through greenfield or brownfield investments (e.g., in Modon, Royal Commission zones).

Lead techno-commercial feasibility studies and investor onboarding for industrial and technology projects.

🔹 Client Acquisition & Key Account Management
Drive business capture strategies for major accounts in energy, infrastructure, defense, and technology sectors.

Lead high-level contract negotiations and pricing strategies, in coordination with legal and finance teams.

Monitor customer satisfaction and ensure delivery of promised value to maintain long-term strategic partnerships.

🔹 Internal Leadership & Collaboration
Lead cross-functional teams (sales, technical, legal, marketing) to align commercial goals with corporate strategy.

Present market intelligence, pipeline forecasts, and ROI projections to executive leadership and board.

Promote a results-driven, partnership-oriented business culture across departments.

Qualifications & Experience:
Bachelor’s degree in Engineering, Business Administration, or Industrial Management (MBA or EMBA preferred).

12–15+ years of experience in business development or commercial leadership roles, with at least 5 years in a C-suite or VP-level position.

Proven record of success in JV establishment, agency representation, and international market engagement.

Strong exposure to KSA energy sector procurement systems (e.g., Ariba, SAP Ariba, Iktva).

In-depth knowledge of Saudi investment, industrial, and commercial licensing requirements.

Skills & Competencies:
Excellent leadership, communication, and negotiation skills.

Strategic thinking with a deep understanding of regional markets and international trade.

Strong financial and legal literacy in evaluating partnerships, risks, and ROI.

Fluency in English is essential; Arabic is highly preferred.

Networked with stakeholders in Aramco, SABIC, RCJY, and global OEMs.

Desirable Additions:
Experience working with MODON, RCJY, or MISA-related investment programs.

Exposure to global exhibitions, B2B matchmaking, and FDI attraction initiatives.

Knowledge of sustainability, ESG, and localization programs in the Saudi context.
