Job Summary: We are seeking a highly skilled and experienced Safety Officer with extensive knowledge of asphalting and street development projects in the GCC region. The ideal candidate will have a strong background in construction safety protocols, particularly within the civil engineering sector, and be able to oversee safety practices on-site, ensuring compliance with local and international regulations and standards.
Key Responsibilities:

Safety Management:

Develop, implement, and maintain safety policies, procedures, and programs specific to asphalting and street development projects.
Conduct safety audits and inspections to identify potential hazards and risks on construction sites.
Ensure that all workers are provided with and use proper personal protective equipment (PPE).
Provide safety inductions and training to new workers and ensure ongoing safety education for all personnel on-site.
Risk Assessment:

Perform regular risk assessments and prepare reports with recommendations to mitigate identified hazards.
Implement control measures to reduce risks related to heavy machinery, hazardous materials, working at heights, and other specific dangers common in asphalting and street development projects.
Compliance & Regulations:

Ensure full compliance with local GCC safety regulations, international safety standards, and best practices.
Maintain up-to-date knowledge of legal and regulatory safety requirements for construction sites in the GCC region.
Liaise with regulatory bodies and ensure timely submission of required documentation.
Incident Reporting & Investigation:

Lead investigations into safety incidents, near misses, or accidents and develop corrective action plans to prevent recurrence.
Maintain accurate records of incidents and report findings to management.
Safety Culture Promotion:

Foster a strong safety culture within the workforce through consistent engagement, leadership, and visibility.
Encourage workers to report unsafe behaviors or conditions without fear of reprisal.
Regularly communicate safety updates and reminders to all site personnel.
Coordination with Other Departments:

Work closely with project managers, engineers, and other construction team members to ensure safety protocols are integrated into project planning and execution.
Participate in project meetings and provide feedback on potential safety risks and mitigation strategies.
Qualifications & Experience:

Proven experience as a Safety Officer in the GCC region, particularly with asphalting, street development, or civil engineering projects.
A minimum of 3-5 years of experience in safety management within the construction industry.
In-depth knowledge of GCC health and safety regulations, construction site safety standards, and risk management practices.
NEBOSH, IOSH, or equivalent safety certification is preferred.
Familiarity with safety requirements related to heavy machinery, excavation, traffic management, and asphalt laying processes.
Strong communication, leadership, and problem-solving skills.
Ability to conduct safety training and provide guidance on proper safety procedures.
Fluent in English; knowledge of Arabic is a plus.
Physical Requirements:

Ability to work in various weather conditions, including heat, dust, and other outdoor elements.
Must be able to conduct on-site inspections and walk around large construction areas.

SAR 4000-4500.
