A Procurement and Tending Manager typically plays a critical role in overseeing the procurement process, managing tendering activities, and ensuring the timely and cost-effective acquisition.

1. Procurement Management
• Supplier Identification and Selection: Identify, evaluate, and select suppliers/vendors based on cost, quality, delivery, and reliability.
• Contract Negotiation: Negotiate terms, pricing, and conditions with suppliers to secure favorable agreements for the company.
• Purchase Order Management: Oversee the creation and management of purchase orders, ensuring that all necessary documentation is accurate and compliant.
• Budget Control and Cost Optimization: Monitor procurement budgets and ensure that spending stays within financial limits while optimizing procurement costs.
• Inventory Management: Work closely with inventory teams to maintain appropriate stock levels and avoid overstocking or stockouts.

2. Tendering Process
• Tender Preparation: Develop and prepare tenders or bids for procurement contracts, ensuring that specifications are accurate, complete, and aligned with organizational needs.
• Tender Issuance: Issue invitations to tender (ITT), request for proposals (RFPs), or request for quotations (RFQs) to potential suppliers or service providers.
• Bid Evaluation and Analysis: Evaluate bids or proposals from vendors, assess compliance with technical and financial requirements, and make recommendations based on cost, quality, and delivery performance.
• Tender Documentation: Ensure that all tendering processes are documented properly, from the issuance of tenders to the awarding of contracts.

3. Compliance and Risk Management
• Regulatory Compliance: Ensure that procurement and tendering activities comply with relevant laws, regulations, and organizational policies.
• Risk Assessment: Identify potential risks associated with suppliers, contracts, and market conditions, and develop strategies to mitigate those risks.
• Audit and Reporting: Maintain records of procurement and tendering activities for internal audits and ensure that all processes are transparent and accountable.

4. Vendor Relationship Management
• Supplier Relationship Management: Build and maintain strong relationships with suppliers to ensure reliable delivery of goods and services.
• Performance Monitoring: Track supplier performance, addressing any issues related to quality, delivery times, or compliance, and take corrective actions as needed.

5. Cross-functional Collaboration
• Internal Coordination: Collaborate with various departments (finance, operations, legal, and project management) to ensure that procurement and tendering align with organizational needs and objectives.
• Stakeholder Communication: Communicate with internal stakeholders regarding the status of procurement requests, tender processes, and supplier performance.

6. Reporting and Analysis
• Procurement Reporting: Prepare regular reports on procurement activities, budget adherence, cost savings, and supplier performance for management review.
• Market Research: Conduct market research to identify trends, new suppliers, and cost-saving opportunities to enhance procurement strategies.

7. Team Leadership and Development
• Team Management: Lead and manage the procurement and tendering team, ensuring clear roles, responsibilities, and continuous development of team members.
• Training and Development: Provide guidance and training to staff on procurement best practices, tendering processes, and contract management.

- Minimum 5 years experience in KSA / GCC
- must have valid iqama
- must have valid driving licence ksa
