Job Scope:
The Procurement Officer will manage procurement activities for construction projects, taking on all procurement responsibilities, identifying project requirements and delivering the requirements. The role requires strong procurement skills, the ability to handle managerial duties, and a commitment to efficient and effective procurement processes.
Key Responsibilities:
• Assist in developing and implementing procurement strategies, policies, and procedures.
• Oversee procurement activities from requisition through delivery and payment.
• Identify, evaluate, and establish relationships with suppliers and contractors.
• Negotiate terms, contracts, and conditions to secure favorable deals.
• Prepare and issue requests for quotations (RFQs), requests for proposals (RFPs), and invitations to bid.
• Evaluate supplier bids and proposals to support vendor selection.
• Track supplier performance, ensuring quality and timely delivery.
• Resolve issues or disputes with vendors effectively.
• Ensure compliance with procurement policies, procedures, and legal requirements.
• Maintain accurate records of procurement activities, including purchase orders and contracts.
• Assist in managing the procurement budget for cost-effective purchasing.
• Prepare and present reports on procurement activities and performance.
• Analyze market trends and supplier performance to identify cost savings and efficiency improvements.
• Collaborate with project managers and other departments to understand and fulfill procurement needs.
• Promote and adhere to ethical and sustainable procurement practices.
• Contribute to the development of procurement best practices and process improvements.
Qualifications:
• Bachelor’s degree in engineering (preferred) or Business Administration, Supply Chain Management, or a related field.
• Minimum of 5-7 years of experience in procurement, mandatorily (at least 3 years) in the construction industry in Saudi Arabia
• Strong technical knowledge of construction materials and services, experience handling procurement activities and managing vendor relationships.
• Strong understanding of procurement processes, policies, and legal requirements.
• Proven track record of achieving cost savings and process improvements.
• Excellent organizational and time management skills.
• Proficiency in procurement software and Microsoft Office Suite.
• Strong written and oral communication skills in English. Arabic is an asset.
