Procurement and Contracts Manager
We are seeking a highly skilled and experienced Procurement and Contracts Manager with a background in the water transmission industry to join our team. The Procurement and Contracts Manager will play a crucial role in overseeing and managing all aspects of procurement and contract management activities for our projects, ensuring timely delivery, cost-effectiveness, and compliance with regulatory requirements.
Main Responsibilities
Prepare project-tailored procurement strategies and cooperate with Project Teams in presentations to Client
Identify opportunities for cost savings, risk mitigation, and process improvement within the procurement function.
Identify, assess, and qualify vendors, suppliers, and subcontractors capable of providing goods, materials, equipment, and services required for the project.
Establish and maintain strong relationships with vendors, negotiating favorable terms and conditions, pricing, and delivery schedules.
Draft, review, and finalize procurement contracts, purchase orders, and agreements, incorporating appropriate terms and conditions to protect the interests of the project.
Contribute to the definition of project procurement budget in accordance to the level of project definition and periodically update the same in the relevant procurement reports.
Develop procurement management and administration procedures and maintain an overview of practices to ensure compliance.
Develop procurement plans, schedules, and budgets in collaboration with project managers and stakeholders, ensuring alignment with project milestones and objectives.
Monitor supplier performance, quality, and delivery performance, addressing issues and implementing corrective actions as necessary to maintain project schedules.

Safeguard client by collaborating with project teams through an "early-warning" system to identify potential claims, propose strategies to mitigate/negate claims, be actively involved in meetings.
In collaboration with the project teams, compile changes (variations/amendments and the like) for Client approval.
Ensure Group HSSE guidelines and policies are adhered to
Ensure adherence to Group IMS procedures and guidelines at all times
Job requirements
Competency Requirements
Strong knowledge of procurement principles, practices, and regulations, including procurement laws, contract law, and contract management best practices.
Demonstrated experience in vendor management, contract negotiation, and supplier relationship management, with a track record of achieving cost savings and value-added outcomes.
Excellent analytical, negotiation, and problem-solving skills, with the ability to assess complex procurement situations and develop effective solutions.
Proficiency in procurement software, enterprise resource planning (ERP) systems, and Microsoft
Office Suite (Word, Excel, PowerPoint, Outlook) for procurement planning, analysis, and reporting.
Effective communication and interpersonal skills, with the ability to collaborate with internal stakeholders, external vendors, and project teams to achieve procurement objectives.
Strong organizational skills and attention to detail, with the ability to manage multiple procurement activities simultaneously and meet deadlines in a fast-paced environment.
Ability to exercise sound judgment, discretion, and ethical decision-making in procurement-related matters, ensuring compliance with legal and ethical standards.
Commitment to quality, integrity, and continuous improvement in procurement processes, driving efficiency, transparency, and accountability in project procurement activities.
Experience
10-15 years of experience in procurement, supply chain management, or contract administration, with specific experience in water transmission, water treatment, or infrastructure projects.
Education
Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or related field. Master's degree or professional certification (e.g., CSCP, CPSM) preferred.
